Professor Adam Szubin is no stranger to sanctions. Though he currently serves as a Distinguished Practitioner-in-Residence at Johns Hopkins SAIS, he formerly served as the Director of Treasury’s Office of Foreign Assets Control (OFAC) from 2006–2015 and, earlier, as the Senior Advisor to the Under Secretary for Terrorism and Financial Intelligence.
So, should America sanction Russian oligarchs? If yes, then why, and to what end?
